Operator onboarding path
1. Sign in with an active user account.
2. Open Register Operator / Tenant Config and enter the airline/operator information.
3. Bootstrap operations, then run the new operator from Dispatch Console.
4. Use Admin User Portal to create operator users with usernames and passwords.
